The Risk Manager reports to the PASA Chief Risk Officer (CRO) and fulfils a key role in managing the systematic identification, assessment and mitigation of risks in PASA and the National Payment System.
For context: the CRO is a member of the PASA Executive under the administrative direction of the Chief Executive Officer, and is responsible for establishing and maintaining sound risk management processes and practices both in PASA as an organisation and in the National Payment System (NPS) of which PASA has been appointed by the South African Reserve Banks as the Payment Systems Management Body in terms of the NPS Act and the PASA Constitution.
As such, the Risk Manager should support the CRO to:
•Facilitate the NPS Risk Management process through the development of robust risk management frameworks, architectures and other guiding documents aimed at mitigating strategic and operational risk to the achievement of NPS objectives such as financial system stability, inclusion, integrity and consumer protection;
•Lead, facilitate and contribute to risk-based approaches relative to the various payment systems, projects and modernisation strategies in order to systematically identify, understand and mitigate key risks;
•Maintain meaningful relationships with NPS stakeholders to provide risk and payment industry expertise, insight and thought leadership based on global trends, plausible scenarios and payments ecosystem issues, in order to guide PASA Members and other NPS stakeholders to identify, assess and treat NPS risks;
•To develop and implement a Risk Management Framework for PASA as an organisation and to entrench a culture of sound risk management in all its staff and activities in order to improve business success.

Education and Experience Required:
• > 5 years hands-on experience within a Payment System ECOSYSTEM, with at least 5 years in an entity wide risk management role
•A formal, applicable post-tertiary qualification (E.g, BCom or Hons)
•Applicable Risk Management Certification from IRMSA, IIA or equivalent body
•Any management development programme would be beneficial

Core Accountability 1 – Facilitate the National Payment System Risk Management process by taking accountability for:
•Continuous input into the enhancement of PASA and NPS risk management frameworks, policies and procedures.
•Supporting the effective execution of all the associated risk related activities from context to identification, mitigation, communication, monitoring and evaluation;
•Providing unique risk industry expertise, insight and thought leadership to support the mitigation of complex operational and strategic risk challenges in the NPS;
•Leading projects and initiatives designed to improve the resiliency of the NPS;
Core Accountability 2 - Engage in meaningful relationships with PASA Members and other key NPS stakeholders to gain insight and provide guidance on risk reduction and improvement measures in the NPS by:
•Remaining informed of local and global trends, threats, opportunities and plausible scenarios for the payments ecosystem including all the payment systems and payment participants;
•Supporting PASA Members and other payment system participants with strategic and operational risk identification, assessments and mitigation;
•Supporting forums/mechanisms to allow for meaningful risk management engagement with key stakeholders such as the South African Reserve Bank, National Treasury, PASA Members and other payments related organisations.
Core Accountability 3 - Enhance PASA business performance by supporting a risk-based approach and culture in all PASA’s activities by:
•Contribute to ensuring that adequate risk procedures are followed to identify, assess and mitigate strategic and operational risk;
•Providing guidance and support to PASA functions and staff through risk insights, knowledge and perspectives; and
•Compiling Risk Reports on a regular basis.
